Accounting
The Accounting Division maintains all financial records for the Office of the Circuit Court Clerk; not limited to, recording daily financial transactions, all financial reporting, maintaining funds paid into court and the disbursement of court ordered funds. The Accounting Division does not accept payment of any kind directly; all payments into court must be completed at the applicable customer service counter.
Common areas of public inquiry include the following:
Bail bond disbursement
The Accounting Division maintains and disburses all Bail Bonds paid into court. Funds are disbursed only after adjudication and/or court order and paid specifically to Surety of record unless otherwise ordered. All inquiries as to whether funds are releasable should be directed to the court of jurisdiction as follows:

- Case Numbers containing J: Juvenile Court, 502-595-3116
- Case Numbers containing AD, CI, D: Family Court, 502-595-3025

- Cashier’s Checks and Money Orders are accepted. Personal checks are not accepted.
- Credit/Debit Cards, with an applied vendor convenience fee.
Garnishment Disbursements
The Accounting Division maintains and disburses all Garnishments funds paid into District or Circuit Court. Questions regarding District Civil garnishments should be directed to District Civil Smal Claims Division at 502-595-4475. Questions regarding Circuit garnishments should be directed to Circuit Civil Division at 502-595-3007.
Hold for Court Disbursements
The Accounting Division maintains and disburses all Hold for Court funds paid into court. Funds are disbursed only after court order, and specifically as instructed in the order. All inquiries as to whether funds are releasable should be directed to the court of jurisdiction.
Jury checks
The Accounting Division issues all Jury checks once a roster of payees is received from Court Administration. All inquiries regarding jury duty and pay should be directed to Court Administration at 502-595-4588.
Restitution Disbursements
The Accounting Division maintains and disburses all Restitution funds paid into Circuit Court only; District Court restitution inquiries should be directed to the County Attorney’s office at 502-574-6336. Funds paid into Circuit Court are disbursed timely and per direction of court order. All inquiries by the Payor should be directed to Circuit Criminal Division at 502-595-3009. Any request for change of address or change of payee to an Estate must be requested through the Commonwealth Attorney’s office at 502-595-2300.
Unclaimed Property
Annually, financial records five years and older are reviewed according to the Commonwealth of Kentucky’s statute to determine if they are to be transferred to the Kentucky State Treasurer. If funds do qualify, a notification of transfer is sent to the last address of record prior to transfer. Once funds are transferred, only the State Treasurer can disburse funds. The Community and Government Affairs serves as the liaison for the Office of the Circuit Court Clerk handling open records requests and community affairs. Media inquiries, responses and official statements are coordinated through this division, including the processing of requests for copies/open records and the scheduling of speaking engagements.
The division also manages relationships with community organizations including the Donate Life Kentucky Trust. Publications such as the employee quarterly newsletter and the yearly Address to the Community (aka annual report) as well as office brochures and flyers are developed in this office. In addition, this division handles special events and community initiatives coordinated by the employee-driven OC3 Cares Committee, which supports local nonprofits and charities.
Mail Room
The Mail Room is responsible for receiving and internally distributing all parcels that arrive for the Office of Circuit Court Clerk through U.S. Mail or from private carriers. The department also processes and sends all outgoing U.S. Mail for the organization and receives and distributes all interoffice mail. The department is open to the public and provides outgoing mailing service.
Outgoing mail should be in the Mail Room by 2:30 p.m. A return address should be on all outgoing mail.
Audio Video
The Audio/Video Division provides DVD copies of all proceedings in Circuit, Family and District courts. The public can also access these records from listening/viewing stations in the office.
It takes two to four days to process requests once payment has been received. Records from confidential cases can be requested only by a party to the case or his/her attorney pursuant to judicial order.
Rate: DVDs are $25 each.

For copies of court records
Copies and certifications of cases are available upon request. Please contact the department for additional details. Requests made by Federal Agencies and Kentucky State Agencies are not charged a fee. Additionally, an internal daily responsibility of this office is to manage the distribution and return of cases that are requested for current court proceedings. Cases not stored locally are sent to Kentucky Department of Libraries and Archives (KDLA) or the Records Center in Frankfort for the storage but can be returned to Jefferson County through a request from this department.

Donate Life Kentucky Trust is a 501(c)(3) nonprofit organization dedicated to addressing the unmet needs of the impacted by donation and transplant. Founded in 1992, by the Circuit Court Clerks of Kentucky, Donate Life Kentucky Trust (Trust) focuses on public education and donor registration efforts to save and heal lives. The Trust also provides critical financial support to transplant patients and donor families by providing access to travel, lodging, medication, mental healthcare, and funeral expenses.
